Director of Clinical Services
Directs the delivery of clinical care in a health or human services organization, such as a behavioral health agency, clinic or residential program.
Reporting and scope
Typically reports to the Executive Director / CEO, a COO or the Medical Director / CMO. Authority covers clinical programs and the licensed staff who deliver them.
Core responsibilities
- Sets clinical standards, treatment protocols and supervision practice
- Oversees licensed clinicians, case managers and clinical supervisors
- Maintains program licensure and readiness for accreditation surveys

How it differs
Medical Director / CMO is a physician accountable for medical care and prescribing. Director of Nursing leads nursing staff only. Director of Programs may run non-clinical services; the test is whether the programs require licensed clinical staff and clinical supervision.
By organization size
In small agencies the director often holds an active clinical license, carries a caseload and supervises directly. In larger organizations it manages program directors across sites and may be titled VP or Chief Clinical Officer.
